Greetings,
At first I thought it was Dreamweaver, but it seems I cannot get any FTP program to access my FTP server when the OS X firewall is enabled.
I tried with passive FTP checked, and I made sure the Passive FTP box is checked under the proxies tab in the Network settings.
Is there some special trick to allow FTP? And before you ask, the FTP is allowed under the Services within the Sharing preferences.
For troubleshooting, I tried with and without the Passive FTP checked and I even added port 20 just to make sure.

have you tried using terminal to open an FTP session with your server? I haven't had any problem using regular ole FTP. I also use CuteFTP. No magic, it just works. |

I tried CuteFTP, but I still have to turn off the firewall to use it. I am trying to find out how to use FTP with the firewall turned on - and with the FTP allowed. |

the FTP allow setting in the MAC firewall is if you are running an FTP server on the MAC it's not for outbound traffic.
i would suspect your problem is that FTP uses and outbound and an inbound port and if one is allowed and the other not you will either be able to send but not recieve or vice-versa.
I'm not setting in front of OSX at the moment but maybe this will ge tyou in the right direction.
Can you go into the firewall and tell it to allow certain programs free rain, meaning the firewall ignores them? If so specify your FTP program as one of these and Dreamweaver as well.
Second if you can specify to allow certain ports make sure that ports 20 and 21 are allowed both inbound and outbound.
Like I said I'm not setting infront of OSX at the moment so I can't look up the sepcifics but hopefully this will help get you in the right direction. |

This sounds reasonable, but I have no idea where or how to access this setting - if there is one.
The only other setting I played with is the Passive FTP check box within the network settings and within each program. This does nothing. |

I don't have special settings set. No PASV or any firewall settings either. Like PK says the firewall setting is if your using it as a server and want to connect to it. So when you say it works with the firewall turn off, what excatly do you mean? how are you turning the firewall off? |

In system preferences, I enter sharing, I click firewall, then I press the stop button. When I do this, I can use FTP. |

The FTP box is checked. That is why this is strange. FTP should be allowed, but its not. |
