WHOIS report has no information for an IP Address ?

So I noticed in my logs that someone from 209.165.243.44 tried to log into my FTP server as root (and failed, I've disallowed root logins anyway Razz ), but upon further investigation I noticed that this IP's WHOIS report is, for the most part, blank:
