Stop and restare explorer.exe

Or just reboot.

Eitherway it'll stop the file from being "in use"

A mini-boot (logoff/on or kill and restart explorer.exe) should solve most issues quicker than a full boot.

Who's Locking can unlock any file and allow deletion.
