My curernt ISP (chello by UPC) is cutting my download limit at 200 K/sec and my upload at 16k/sec.
Is there a way I can increase these speeds without breaking the law or something?

Pay your ISP whatever exorbitant amount they want before they allow you higher speeds.

Sadly, these days Capping does not occur at the model level, but at the router level.
All you can do is optimize your connection.

I already did that bitcing. I even published my name in the local newspaper saying how shitty their service was. well you wont believe it it cleared up instantly.

Nothing like bad press to motivate somebody.

I hope that happens to our cops here. Won't chase after a person who leaves the scene of an accident twice! A buddy of mine got his car tore up because of some looney bitch. Cops have failed to go after her, so he wrote in the paper and is gonna talk with the PD itself.
