I was trying to install the recent Omega drivers;
http://www.omegadrivers.net/ati/win2k_xp.php

Using a Sapphire HD 2600XT card on a Foxconn/Winfast N570SM2AA MB using Win 2000 (fresh install):
I first tried the setup.exe route, but it returned error mesages with 4 or 5 different files (don't remember the exact messages).
I then went to Device Manager and used the .inf file and the install went ok.

Any idea what was wrong?

What did the Omega developer have to say when you asked him?
