hi
can anyone point me to a good article that talks about the basics in using CPU fsb/dram ratios and OC'ing.
i've some crappy ram (ddr400) and an nforce2 Abit board that i'd like to run as fast as possible - but i don't really know what i'm doing.

Have you tried Google? Should turn up a bumload of hits.
Not to say you shouldn't, but OC'ing really isn't those that don't know what they're doing. Do your research, make sure there's plenty of cooling, and be prepared to replace something expensive if you screw up. (just giving you the default warning..)
